BRAZIL:

COMPARATIVE PUBLIC ADMINISTRATION SEMINAR FOR BRAZIL

IPA provided an executive training program in New York City for a delegation of Brazilian public officials consisting of several mayors, city councilors and senior municipal government officials from various cities in the Brazilian Northeast. IPA Associate William Grinker instructed the group and organized an intensive program intended to combine both theory and practical applications of contemporary management practice. IPA Trustee and Gulick Scholar Annmarie H. Walsh addressed the participants on the structure and dynamics of intergovernmental relations in the U.S. and on the latest theories related to "reinventing" government. 1996.

ANTI-CORRUPTION IN BRAZIL

IPA conducted a seminar in Brazil on Democracy, Good Governance, and the Struggle against Corruption. Representatives from Latin America discussed the role of government, the private sector, non-governmental organizations, the press, educational institutions and independent auditing agencies in combatting organized crime and corruption. The program was designed to allow participants to share experiences with participants and speakers from Argentina, Bolivia, Brazil, El Salvador and the United States. A number of Brazil's most noted anti-corruption experts and activists participated in the conference. 1994.

COSTA RICA:

INTEGRATED FINANCIAL MANAGEMENT IN COSTA RICA

IPA provided technical assistance to the Costa Rican Ministry of Finance to establish an Integrated Financial Management System. IPA assembled a multi-disciplinary team of consultants in the areas of public sector budgeting, governmental accounting, treasury and cash management, debt management and automated financial information systems. IPA's reports identify concrete steps to provide technical and operational support to the restructuring efforts within the Ministry of Finance. 1993.

ECUADOR:

DEMOCRACY V. CORRUPTION PROGRAM FOR LATIN AMERICA

The program in Democracy v. Corruption was held for Latin American opinion leaders. The program included a symposium in Quito, Ecuador, and a study tour in the U.S. Attended by representatives from 16 countries, the symposium examined current methods for combating corruption. The U.S. study tour exposed participants to a wide array of anti-corruption, government ethics, and criminal justice programs. The program resulted in the formation of the Latin American Institute against Corruption (LIACC), the purpose of which is to improve the coordination of anti-corruption efforts in Latin America. 1993-94.

METROPOLITAN GOVERNANCE

IPA President David Mammen delivered a paper in Quito, Ecuador, at the Interregional Meeting on Patterns and Leadership in Metropolitan Governance. The meeting addressed issues of intergovernmental coordination and intra-metropolitan cooperation, and elaborated a reform agenda to enhance the accountability, transparency, and responsiveness of metropolitan governments. David Mammen and Alberto Villar of IPA were the rapporteurs for two working groups where city case studies were presented. 1995.

EL SALVADOR:

MUNICIPAL DEVELOPMENT IN EL SALVADOR

IPA worked with the Research Triangle Institute to provide short term training and technical assistance to municipalities in El Salvador. Project components include policy reform for more autonomous governments; strengthening municipal capacities; and the development of local democratic processes. 1994-96.

INTEGRATED FINANCIAL MANAGEMENT FOR EL SALVADOR

IPA provided consulting services related to the development and implementation of integrated financial management and auditing for the public sector in El Salvador. This project stemmed from IPA's role in establishing the Bolivian System of Financial Management and Control (SAFCO). IPA's team advised the Salvadoran President and his Ministers, and the Salvadoran Congress, on the legal changes necessary to pursue a constitutional amendment conducive to the adoption of such a financial management system in El Salvador. 1993.

GUATEMALA:

FINANCIAL MANAGEMENT IN GUATEMALA

IPA conducted a study to prepare for the establishment of a Financial Management and Governmental Control System in the Guatemalan Ministry of Public Finances. This comprehensive system is intended to link the Integrated Financial Management and the Government Auditing systems with the objectives of establishing economic standards, efficiency and effectiveness as guiding forces in the management of finances; generating clear, timely and reliable information to support the government's decision-making process; and harmonizing the financial management system with the control system, so that the reporting process yields clear, consistent and timely results. 1993-94.

NICARAGUA:

DECENTRALIZATION IN NICARAGUA

IPA staff evaluated the participatory, multi-year, municipal investment plans adopted by the Nicaraguan Social Emergency Fund and PROTIERRA, a World Bank project assisting 32 municipalities. IPA Senior Staff member Leonardo Romeo has been the leading advisor in the design of PROTIERRA's next phase, a national municipal strengthening program that will offer financial and technical assistance to municipalities. The purposes of the program is to improve the municipalities' ability to assume the development responsibilities devolved to them by recent legislation, and help them to prepare and implement development plans, multi-year investment programs and annual budgets.

PERU:

SEMINAR ON ADVANCED AUDITING FOR PERU

IPA provided technical training in auditing for the Office of the Comptroller General of the Republic of Peru. The program was designed to address the needs of the general staff of the Office of the Comptroller General, central government managers, and administrators of projects financed by international donor organizations. The topics of instruction included: contemporary audit and evaluation standards, including environmental auditing; U.S. and European models of accounting; and audit and financial information requirements of the World Bank, Inter-American Development Bank, and other donor organizations. Approximately 200 professionals participated in the training, representing nine Peruvian government agencies. 1994.

URUGUAY:

USIA SUSTAINABLE URBAN DEVELOPMENT WORKSHOP IN URUGUAY

IPA implemented an exchange project with the Intendencia de San Jose in the outskirts of Montevideo, Uruguay which illustrated the practical implications of sustainable urban development as experienced by U.S. municipalities. The project, sponsored by the U.S. Information Agency, had two phases: a three-day symposium in Uruguay featuring a delegation of four IPA Associates who are experts in urban policy and municipal management; and a follow-on two week visit to New York City and neighboring communities. These activities took place in September and October 1997.
